Once the actual real missiles were launched, Ukraine would have used their radars, which could potentially give away their location. Kinda negates the reason for launching decoys (you're loosing the element of suprise) And if you were launching decoys, why wouldn't they be putting a warhead on them? Has to be the cheapest part of the missile?
Clearly Ukraine is more important to Russia's strategic needs than it is to the US, for one, it borders only one of these countries. The US is a global superpower, Russia is a regional power, they have focused all of their resources on one regional war, that is almost existential to the Russian government.
Other clues are the fact that russian soldiers are directly involved in combat while american soldiers are not. And yet still the Russians with all their focus, conscription, decades of soviet ammo/equipment, are stuttering to a halt against a developing former soviet nation and leftover equipment from a few nato allies. From Biden's perspective, this is a low risk(no casualty risk)/ high return (weaken enemy, possibly fatally over the coming years and spurs new energy among nato allies to take responsibility for security, deter China by highlighting what a defending smaller nation can do with military support), I don't see why he would change his position as things stand.

The second wave came about an hour after. There was zero reports of AA launches prior to that or air raid warnings. If the goal was to overwhelm air defence, does it not make sence to launch decoys with the actual launch (to overwhelm air defence) or immediately after. Like we've seen before with the Sahed drones being the initial wave.

Because if you don't have a target in the first place, sending a warhead to a random position in the hope it will be shot down is a needlessly reckless move
The decoys are typically older-generation missiles with lower accuracy. Maybe inertial guidance only. They wouldn't have been very accurate to begin with, but they are worse now due to age. They are no longer useful for hitting targets, but they can fly and they show up on radar, which makes them useful as decoys.
They have no warhead because they're not headed for a specific target, they are just flying in a general direction. Contrary to popular belief Russia does not want missiles with warheads landing randomly on civilians.
Russia sometimes use these decoys as part of a large wave of real missiles. Other times they use them on their own.. so they're monitoring the flight-path to see if any radars turn on.
