Russia has also reduced the number of shells it fires daily, plenty of reports of shell shortages on the line. Not to mention they had to get 300k from Iran. Does that sound like Russia is also suffering from a shell shortage?

Not just Excalibur rounds, Ukraine have proven more accurate with artillery than Russia. There's been reports of Ukraine firing just 1 shell to hit a target, like sniping with a 155mm round. Russia of course could have fire control on the parts they think Ukraine will attack. Ukraine could decide to attack just outside of artillery range, meaning the Russians have to move their artillery loosing fire control etc...
Russia's tactic has been to pepper the area with indirect fire, it may work when your sieging a town/village but not really for defending. Buildings can't move, vehicles can.

Russian troops are donkeys lead by bigger donkeys. Their advantage is that they operate a dystopian regime, but that’s not going to survive indefinitely. The centre cannot hold.
The frontline is just too long for Russia to have defense lines 3 deep. Under artillery fire, that would be possible, but Ukraine has mobile artillery to take them out. As for close air support, I'd be surprised if Ukraine didn't bring their mobile AA along with them.
The end of the day it's a NATO mindset/training vs old Soviet doctrine. If Ukraine picked a nice soft point on the line and attacked and breached it rapidly, you may very well see just how committed Russian defenders are at staying to fight.

Russia can't succeed but they are of the mindset that burning down the other man's house along with your own is a success.
They may well end up being defeated but holding most of what they have now.
They have but it is from such low levels and the use in Ukraine, currently constrained by shortage is still outpacing production by a magnitude.
The Russian communists always believed in mass production of shells and they have returned to the in the last 20 years. So while much of what they have might be shi7, they'll keep enough shells coming. Primitive but probably enough to hold much of what they have.
This war will at least go on till late in 24, very possibly in to 25 or 26.

And EU,NATO and US have ramped up ammo production,missiles and so on allready,but they wont produce anything unless an order comes in.
This is Ukraines final push,if they dont succseed i am afraid it will end up negotiating,and maybe not in Ukraines favor,so pressure is on.

As far as I'm aware most of the countries involved upped production of ammunition.
Attacking is costly, look at Bakhmut.
It is also easier to be a poor soldier but effective in defence than a good soldier in an offense.
It will be very costly for Ukraine to attack, yet they must. Much harder than the last 14 months I'd say.
There was talk here about Ukraine having one chance, that's not that far off analysis out of Washington and other pro Ukrainian outlets. Western armies are at the lowest level of supply and readiness that i can think of.

The answer to this is not to go on about Kremlin bots but for the West to go on an aggressive military industry expansion, State intervention to immediately expand these industries as a national priority, treat it as a war effort, treat it as the long term existential strategic threat it may well be.
That's not going to happen though. The opposite will, Putin looks at most of Western Europe and despite everything his heart lifts.
