They probably did look but you can't actually see when turning right across a lane of traffic. It's often an issue in a bike lane. By the time they can see the front of their car is in the way. Junction should probably have a yellow box so there's less cars where the cam car is.
Although it doesn't help your man was flying down. I'm always cautious when moving beside a slow or stopped lane of traffic in case someone darts out.

The speed limit is 60 around that junction and it certainly looked to be well in excess of that.

Solid amber line indicates the edge of the carriageway. It doesn't say drivers cannot cross it.

This isn't 'cheeky'. This is aggressive, pointless, queue skipping, that will most likely end up with the driver mixing again with the vehicles that he's just squeezed past in the next queue down the road. More seriously, it increases the chances of collisions, by driving where he's not supposed to be driving. There's a good chance that drivers who believe that they are on a single carriageway road may not be looking in their near side mirror when approaching the top of the roundabout, not expecting someone to be creating their own lane.
It's a dick move. Any employer who gives a toss about the insurance costs or reputation of their brand would want to know about this, and take action before disastrous consequences happen.
