I'm not making assumptions,the Ukrainans themselves have said it,they have no counter to stop the glide bombs which are doing damage,yes we can all laugh at the one that fell last night on Russia, but these bombs are landing on Ukrainan positions and are doing damage ,
They can drop them 50+km away from positions out of range of man pads and limited Air defenses and they are definitely not being dropped from slow moving bombers

I am not sure on 1st question. I thought it is just up to the government of the day if they decide to form one to discuss an issue. I don't know if there's any laws setting out procedure government must follow on how they are run. I don't think so.
On the recommendations, I believe they produce a report [with recommendations] based on what they have heard from experts (and politicians involved in the process) and their own discussions. Then it is with the government again how to act (or not) on that advice.
My issue with it for this (in particular defence/security, leaving aside other issues you raise) is I feel there is not much point of random "joe bloggs" discussing it at the moment beyond something very broad and almost meaningless. It seems premature?
The government already have multiple reports in front of them about the bad state of the army/defence forces and how they are unfit for purpose (or soon will be) and they also know security situation in Europe has changed. They have to redo the WT part of any SWOT analysis on this country. It is up to them to take a decision on that first, they are in charge and supposed to do that unlike "joe bloggs" citizen.
This is not really an issue comparable to abortion, or even local government (like should cities have an elected mayor with real powers and such) that I think have been discussed in citizens assemblies before.
So if you wanted to highlight that, why end with saying they are as bad as Russians. You know well people will discuss that over what's in the article.
