I'm reading a book at the moment about how these things can be hacked. Apparently the Americans put a hex on the N. Korean missile tests and sent them off course.
There was a great story from back the 80s when Russia was building a gas pipeline,but were stealing US technology to build it when it was found out the CIA leaked a design for a pump system on the pipeline which the Russians happily copied and built,but the design leaked to the Kremlin contained an intentional fault that when the Russian turned on the system it blew up setting the Russian project 10 years

Ukraine were planning attacks on Russian forces inside Syria along with side Kurdish forces,
This was interesting coming from the recent intelligence leak's ,this could have caused a shitload of problems with the Turks Erdogan absolutely hates the Kurds despite them being the vanguard who kept isis within the Syrian border along with US and coalition forces...
Imagine going to Ukraine to fight for them and you relies they are no better than the Russians.

I am not sure on 1st question. I thought it is just up to the government of the day if they decide to form one to discuss an issue. I don't know if there's any laws setting out procedure government must follow on how they are run. I don't think so.
On the recommendations, I believe they produce a report [with recommendations] based on what they have heard from experts (and politicians involved in the process) and their own discussions. Then it is with the government again how to act (or not) on that advice.
My issue with it for this (in particular defence/security, leaving aside other issues you raise) is I feel there is not much point of random "joe bloggs" discussing it at the moment beyond something very broad and almost meaningless. It seems premature?
The government already have multiple reports in front of them about the bad state of the army/defence forces and how they are unfit for purpose (or soon will be) and they also know security situation in Europe has changed. They have to redo the WT part of any SWOT analysis on this country. It is up to them to take a decision on that first, they are in charge and supposed to do that unlike "joe bloggs" citizen.
This is not really an issue comparable to abortion, or even local government (like should cities have an elected mayor with real powers and such) that I think have been discussed in citizens assemblies before.
