Maybe I'm too cynical but I suspect that that is just the UK government saying what those who will decide the winning bid want to hear.

They'd need to change the terms of the season ticket then and also the pricing structure.
Currently if you have a season ticket you're guaranteed entry to the game (not always a seat)

a great move and it then allows the GAA to host in a smaller ground and easily deal with the fallout from grumpy Dublin or Mayo season ticket holders who either dont get a seat or into the game at all.
Season tickets should only guarantee you home games, everything else is dependent on grounds (and thats in the terms and conditions but in practice grounds have been chosen to pander to these 2 counties and their season ticket holders)
Hopefully this is the laying out of criteria for what a county ground needs to be to host all home championship games

You said the 3500k min was to stop #Newbridgeornowhere type campaigns,it actually copperfastens them.
If this was in play in 2018 there would have been no controversy or campaign over where that game was to be played.

3500 doesn't exclude any 1st choice county ground except maybe Corrigan Park and that's (supposedly) a temporary choice for main County ground.
I was all for Newbridge or nowhere,I was at the game and am from Mayo,almost all Mayo and general GAA folk supported kildares stance.
Any team should have the choice, now every county does (except if they are building their main stadium and dont have a 2nd ground with a 3500k capacity) As is the current situation with Antrim and Louth (Drogheda has a 3500k capacity according to wiki interestingly enough)
That's probably the capacity of the smallest county ground which I think is Corrigan Park.

Ya I was wrong at the start.
I just googled it now and there was a lot of headlines about it and I did say headlines. Most articles lead with Croke Park as the headline.
But reading the article Croke Park is dropped in the first sentence and the article just talks matter of fact about the bid.
The article above says "Croke Park snubbed read a multitude of headlines" which I read as them claiming it was controversial which it was not.
Ok, well I certainly did. It was the headline news on sports bulletins and all over Twitter.

That's all I saw too. I didn't pick up on any major controversy over Croke Park (although I wasn't looking either)
I thought most of the reporting was around the inclusion of the yet to be built and mired in controversy Casement Park rather the exclusion of Croke Park.
It was the hottest sports story of that day and still in the cycle for a couple of days after

My understanding of the situation at the moment is this.
My guess is at the end of the day Casement will be built, and it'll end up costing the taxpayer a fortune, way over budget, but it'll be folded into some Euro-bid budget to avoid too much heat on anyone involved.
€85-95m for one stand? Would make PUC look like a bargain.

I hear the Killarney project is going to design stage in the next six months. The plan is to provide lighting for nighttime games, redevelop the stand to include a conference area under the stand for 5-700 seated along with a bar and food area that can be used on match days. Also a small Corporate area for there significant sponsors is being put in place. These can be used for other events as well. The new stand will have about 30% more capacity as it intends to wrap around the edges of the field
Preliminary inquiries to the Munster Council, CP and Government regarding finance have been found to be positive depending on there ability to rise other funds.
The design stage is expected to finish in late this year or early 2024 with planning expected to be complete by late 2024. The project will got to tender in 2025 with building expected to start in late 2025 at the earliest or out into 2026.
Projected cost is in the 85-95 million mark.
