F-16's will not go to Ukraine, in my opinion. What they need is effective anti-air systems, and lots of them. This will take away Russian goals of air superiority. NATO is already giving the Ukranians tracking data with their AWACS aircraft. They now need the systems to deal with the target's. Much more efficient.
How could it be a victory to give the foreseeable future winning and losing the odd town and City, Russia aren't going to achieve their objective which was conquering Ukraine, they are the invading force so the current stalemate is a failure/loss.The only question is how much more damage will be done before they accept it.

I don’t see any scenario where the Muscovites back home genuinely will think they have won.
Bearing in mind Putin will declare victory even if Russia is pushed back to its borders and its conventional army decimated. Something like, giving the “Nazis” a lesson. Whatever, we know he’ll make something up for the masses(including some further afield) to swallow. Then Russia goes down the sink hole as China’s lapdog.

Ukraine will be out of 155mm Artillery shells by early summer, NATO does not have the capability to continue supply. Will never have the capability of having air superiority.
