He's scuppered any attempt at deceiving them into thinking he's no longer a threat in the near future by the very act of appealing his conviction. "How dare you use my sacred data to connect me to this murder". Still arrogant, still contemptuous of his victim and still brazen enough to think he's able to convince people he's innocent. Quite clearly still a threat with that mind set.
There’s no chance he’s getting out in the near future. But as a matter of law he’s entitled to try to challenge his conviction. It would not be possible to refuse him parole in the future purely on the basis that he brought an appeal
I can't say I know Dwyers mentality very well, only what I have read in the media, but I do know Joe O'Reilly quite well and the man has never admitted he was wrong in his life.
Not for murder, it's an automatic life sentence, it's why so many people plead not guilty.
Yes. But, he needs to show he no longer poses a threat. If he continues to insist he is innocent in the face of the evidence that convicted him it means he has no remorse, is not rehabilitated (don't believe for one second he ever could be) and continues to be a threat to public safety.

Yeah I know its a mandatory life sentence, but it is not a fixed term one like other crimes

Guilt is assumed by the probation service. It's up to the courts to prescribe guilt, no one else.
But again there is nothing in law to compel someone to admit guilt or remorse.
Victims families are advocating for it but there is no suggestion it will become law.

Again this isn't my opinion, the UK are the same, there is no law stating you must state remorse or guilt when applying for parole.
As for how you would rehabilitate without admitting guilt, 20-30 years in prison is a long time. The parole board has also to consider the convicts rights.
The probation services will not base the entirety of their opinion on the fact that no remorse was shown.
Of course there is nothing stopping him from finding Jesus with the prison Chaplain and admitting to all sorts once his exhausted all legal routes.

In all the reporting of his appeal, not once has he claimed to be innocent and wrongly convicted. His arguments have all been on technicalities and processes. Rot away.
I'm delighted. I disliked the data retention policies we had enshrined in law, but didn't want a murderer to get away with it.

Remorse is part of rehabilitation, it's on the parole boards website stating how they work
