The parole board need to be convinced that he longer poses a threat. The fact that he brought this appeal suggests that he does no accept his wrongdoing so its difficult to conclude he doesn't pose any threat at the moment. He may well be a model prisoner. AFIK, there are no women where he is to mentally and physically torture and murder so he's not likely to be anything other than a model prisoner in there. Before he was caught he appeared to be a model citizen -educated, successful professional, family man with entirely wholesome pastimes and interests. In truth he is a cunning, dangerous and highly manipulative predator who succeeded in masking his true nature and activities from those nearest to him for years. And he very nearly got away with Elaine's murder. I'm not convinced she was his only victim, either.

There is no rule or law that suggests anyone needs to either show remorse or admit guilt in order to be eligible for parole. The courts determined guilt, it's not up to the parole board.
18-20 years is statistically what he is looking at.
It goes towards rehabilitation. if you dont admit you have done it then you cannot show remorse. If you dont have any remorse for what you have done then you are not rehabilitated.
