There's no amount that a club like Munster, with big name foreign players, and a club like Zebre with none, will be able to agree on as "fair".
Surely Leinsters advantage is in part based on its operating budget, not players salaries. Someone did a breakdown previously, and showed the players wages were on a level roughly with Toulouse et al. If URC were to set a salary cap, it would be dictated by what the respective Unions were willing to spend on the clubs.
The whinging about Leinster always makes me laugh. "They're devaluing the league by playing kids" So why aren't teams taking advantage then?
Cost of living is very different across the four countries. Certain clubs need to have larger squads as they provide players for their International sides. In any event it would be ridiculous, don't punish the sides who bring eyes and sponsorship to the league.

Salary caps will unfairly hamper the other provinces. As the IRFU will just have to use the model the other countries use and pay the international players the difference directly. While Leinster will still have most of the starting squad getting paid the additional money. The other provinces would only have 3-4 players getting additional payments.
How do you set a salary cap between two countries. One with an average industrial wage of €45,500 and the other with one of €14,500? Should the Irish players be able to earn 3 times what their SA counterparts do to keep it balanced?
So for context. The average provincial player, non international. Is on 80/150,000 so the salary cap in SA would have to be between 26,600 and 50,000. To make it equitable.

You can't have salary caps when one institution owns four of the clubs in the league.

When you lose 23 players to the national team. It requires having a bigger squad of home developed players. We have the most central contracts, based on supplying 65% of the Irish squad. Even at that, we have less than half of the central contracts. Leinster produce more players than any of the other provinces. Which is why all of the other provinces have Leinster produced players in their squads. In terms of budgeting, Leinster produce more money than all of the other provinces for the IRFU. They should be handicapped for this, why?
A salary cap is utterly unworkable in the URC, and it's completely pointless.
All IRFU would have to do is pay the players an "international salary", let the provinces pay the "club salary" and we continue on as before.

You do realize that Leinster have used the academy players. Tector has picked up minutes, Boyle just made his debut, Russell has played a lot. Brownlee, King and Culhane have played also. A lot of this comes down to injury, international players etc. Of course the squad is bigger, they pump up the Ireland team. The payroll is helped with the central contracts. There's about 7 lads on these contracts.
I suppose the other provinces don't take advantage of these times when Leinster are trotting out 21 year Olds and still winning. Surely, the others can get over the hurdle with Leinster reintegration 20 lads back in? Ulster have a good chance next week.
The payroll stuff is repetitive. The reasons are obvious, Leinster produce more, better and talented players than almost any side in the world.

Ludicrous to consider penalising Leinster for the strength of their own development.
Salary caps are not in any remote way workable when you have five jurisdictions and three currencies at play. On that alone, it's a non-runner.

At least one order has offered the government land attached to schools and the land the schools are on at a very deep discount and the government response was essentially we are confident that the order won't sell school assets contrary to the will of the school community.
The order's response has been to sell 'order land' attached to schools but not mentioned in the peppercorn leases under which the schools occupy land owned by the order.
The government should be doing a deal where they take full ownership of all schools owned by religious orders and land attached to those schools in return for taking on a portion or all of the reparations.
