No, there is a difference between internal and external promotions. Internal go up one and external go to the first or equivalent (i.e. no less).

Yes it appears you are on the incorrect scale if you were an existing civil servant. This is taken from circular -starting pay on promotion. 08/2019
AND
I would query this with your local HR. When getting promoted as an existing civil servant you must benefit by at least one increment.

Click into circular 08/2019. All existing CS must benefit from an increment upon promotion. It's always been the case regardless of open or internal competitions.

Circular states a serving officer in public and civil service, therefore I would interupt it, as the same rules apply. Regardless of whether you are promoted in an open , interdepartmental or internal Competition, the same rules apply. You take rate of pay on current scale, match that to nearest but not below on new scale and add one increment and that is your starting rate of pay.
I would suggest reading full circular to see it contradicts that though, with reference to,if moving from public to civil service and vice versa.
Does anyone know for the Internal comp is it done in batches for interview? I know some haven't even got their dates yet but others have been called up to the end of March.
Had my interview this week and lost connection a few times. Hard to tell how well it went one interviewer looked liked they would rather be anywhere else.

This is what I thought. I have read the circular before, just still pretty unsure about it. I'm coming from CO in the HSE, so I would love to start at point 2 on the EO scale.
I think that it depends on how rule 1.2 (iv) (cited above) applies. Basically the difference between your current pay and the start of the new scale has to be less than the difference between point 1 and 2 of the new scale. In other words, to use an example: point 5 and 6 of the CO scale are both below point 1 of EO scale, but being promoted at point 5 of the CO scale will put you at point 1 of the EO, whereas being on point 6 of CO will put you at point 2 because of this calculation. This is how I understand the above, anyway; I hope I am wrong as I am a few months shy of point 6 unfortunately!

My understanding is that you would need to have disclosed that on the self declaration form.
It stated "There is no reason on the grounds of character why my application should not be considered for this post. I also confirm that I have never been convicted in a court of law of any offence of a criminal nature. I am not currently under investigation or awaiting trial for any wrongdoing."

I got an email today for clearance, I’m already with the civil service. Do they do clearance for both interdepartmental and open panel?
If you take a position with interdepartmental do you still get offered a position once your number on the open one comes up?
Afraid not, you'll be off the Open Panel if you accept the InterD position. They probably won't look for Garda clearance as you're already in the service but they'll still look for your Dept reference, sick leave record etc.

Apologies if answered previously but what does batch mean and then the oom. ( I know what oom after aptitude tests means)
When are you told the batch number and oom . Do they change after interview .
Just see a lot of talk about this and don’t understand how it works
From what I gather they call about 100 at a time for interview and those 100 are assigned a batch number. When you get the interview result the email/document will show your batch number and OOM. This is your order of merit within that 100 people. That's how I understand it. People can correct me if I am wrong.
I think it would need to be declared on the self-declaration. I found this.....

@pink15 they are calling in batches. In Limerick 1st batch seems to be OOM 1 to 100.
