By that logic there can never be a congestion charge because no matter how good public transport could be there will always be journeys that can't or are not as convenient by public transport. Even if there was great public transport between Aglish and Dublin, then what about Letterfrack or Cahersiveen.

People forget that Holland used to be congested with cars in the 1970s. They think the reduction in car use happened overnight with alternative infrastructure happening overnight.
Owning a car in Ireland is expensive.
Purchase price is high, standing charges like insurance, servicing and repairs are expensive.
This contributes to people wanting to use the car more because often the marginal cost of taking the car is less than the cost of public transport.
And tax on all of it, as soon as you buy it.
There's no way the car is cheaper, dunno how you think it is But once you have it, no point in not using it. It's a sunk cost.
Similarly in moving where there's no other options, you make yourself car dependent. So it's moot complaining about public transport if you've moved deliberately out of reach of it.

I didn't say the car is cheaper.
Quite the opposite, I said owning a car is expensive.
Thus as you say the sunk costs make people more inclined to use it.
Also not everyone who lives in a rural area moved there.
Many are living where they are from, where they have jobs and family ties.
If they have jobs locally then they aren't commuting to a far away city and is once again irrelevant to a thread about congestion in a city.

No but they might be commuting to a job in a nearby city.
Someone perhaps in construction where they have to follow the work.
They could be roofing a rural bungalow this week and get work on a site in the city next week.
