You're actually quite correct, those Wagner mercenaries are all issued with tourist clothes, and a bicycle in case they don't have the fare for the local public transport.
Because they can be punished for desertion like any soldier. In the case of Russian forces and Wagner PMC there are reports that can be execution for leaving posts or even retreating during battle (which happened with Russian forces in WW2)

He served in Iraq. @Manic Moran did you wear BDUs 24/7 or did you ever wear civvy clothes when you were off duty? Did you bring any regular clothes with you? If these Wagners bring smartphones, laptops, tablets, cameras, books and various other gadgets and gizmos with them, why wouldn't they bring civilian clothes? And if they are doing all this looting why not loot a clothes shop?
