What planning inspection, this is modern Ireland. Back before the 90s the council would come out a couple of times to inspect the work. My neighbors got planning permission to build a two story extension (another house) over all their back garden. When the other neighbors realized they appealed to An Board Pleanala, it breached multiple council rules. But as no one initially complained, the CoCo approved it.

sorry i don't follow most of that. I was just pointing out that a small north facing garden will be a struggle to get a decent lawn in so thats probably why they put astro turf down.

The installers claim it’s maintenance free but it’s not. You’ve to sweep it regularly, add a special maintenance sand a couple of times a few times a year, special disinfectant if you’ve pets and more besides I’m sure.
It’ll flatten and have to be replaced in a few years and it isn’t recyclable as it has so many different types of plastic in it.
In short, it is the worst solution for any outdoor situation. The guy who landscaped my house a few years ago refuses to lay it and says he just turns down a job of the home owner insists.
Also, some Mensa candidates in the UK have claimed that they were electrocuted while hoovering their plastic lawns. Whether it is true or not, I don’t know.
Or you could just buy it as a going concern to earn the status of slumlord...
I think that's perpetuating a stereotype, unfairly in this case.
There is an issue in Ireland and in other countries with not enough housing. These types of units generally fill a need, and the ones specific to this property don't look too bad from the photos. They're a reasonable size, have adequate kitchen and bathroom areas, and are in fairly good decorative order.
I also get a bit sad when big, old houses get turned into apartments, but this house looks like a good choice for that. I'm no architectural expert, to me this house from the outside is, well, kinda dull. Surely there are better examples of this age and style of house elsewhere to leave in original condition?
Just as a footnote, I personally dislike beds. I think they don't "do" enough to justify the space they take up. Perhaps I'm fortunate because I could sleep on a skipping rope, I like solutions like loft beds, captain's beds, sofa and day beds etc. A little more creativity with storage and furniture can make smaller spaces work better.

I think you're wrong with your red line, but I don't understand how unit 5 accesses their bathroom without sharing a hallway with unit 4. I'm fact looking at it again I think the brown area is a common area for all 3 apartments. Imagine having a shower and having to walk thru a public hallway to get to your bedroom.
Beds are for more than sleeping in. Probably not very comfortable riding on a skipping rope, loft bed, captains bed, sofa or a day bed though. 😁

Unless there is a skylight, the living area of Unit 3 has no natural light. Doesn’t look like there is a photo of it in the ad. Fairly sure that’s a breach of the Rental Standards.
