I'll never understand the reasoning behind decreasing the flow rate and increasing the resistance on already clogged streets like lower Glenageary Road and George's Street in an effort to free them up

Car traffic might possibly be like you describe but the goal of a city is to move people, not cars. People can choose to drive different routes, to leave earlier or later or not to make that particular trip at all. People might also be able to take buses, trains or cycle. There are plenty of options.
And you could argue that smaller cars carry the same number of people in less space so they can be compressed. A neighbour of mine has a Smart car which could definitely be considered compressed!

Although I do suppose that it keeps a few council employees in further non-productive employment and occupies the time in between blunders!
This is true, however the detail of the report issued in that link is to prevent rat runs. Slowing down the traffic as proposed in the report doesn't combat that, diverting the traffic around the town centre by a series of no-turn enforcement thus negates the option for car users to drive through the town centre. This in turn speeds up the car traffic that need to get to the town centre (of which there will always be a certin amount), frees up the roads for other road users, and reduces air pollution. Forcing people to use bikes or busses just simply wont work in the long run

There is no such thing as rat-running, its just using a road.
I'd be fairly confident that the folk that live within this cordon will suggest they stick it in their ear, as some streets will come off a lot worse out of that.
I daresay those through-routes are busy for about 30 minutes a day in total and for the sake of wrecking the head of many locals and businesses alike, I'd say the Council should butt out.

I think the whole notion of 'rat-running' through Lower George's St in Dun Laoghaire is extremely stupid. Most of the cars that travel within that part of Dun Laoghaire would have already spent their time and money in various places of work and leisure in the town throughout the day.
Most of those people are just doing normal things for the day in that part of the town.
That description of rat running from the council's pov is a very tame one when compared to other run down areas of Dublin where criminal gangs are involved.

There is, but there's no accounting for dumbass dog owners.
To be fair though, the tides can be extreme and lower the bathing water in the Cove to next to nothing. The sooner they get on with opening up the seawater pool, the better. In actual fact, if they got their finger out and stopped worrying about annoying people with pot plants in the middle of local streets, they could have the pool open in time for summer.
Having gone for a swim off the new pier, I found the water easily accessible from the steps down from the pier. This was about 1.5 hours away from low tide.

I was down there yesterday about 11.30am and later. I was surprised with the number of people swimming. It was also nice to see small children enjoying safely playing in the water that was coming over the new “slab”. That said, the pool when built will enhance the facility.
