Too narrow a focus, you need to look at the bigger picture i.e.:
it’s now all about getting cars off the road and “encouraging” road users to public transport or other sustainable means of transport.

It’s no longer about preventing rat runs or diverting traffic or congestion etc, it’s moved way beyond that. If you look at this week’s climate action plan, it’s now all about getting cars off the road and “encouraging” road users to public transport or other sustainable means of transport.
This is true, however the detail of the report issued in that link is to prevent rat runs. Slowing down the traffic as proposed in the report doesn't combat that, diverting the traffic around the town centre by a series of no-turn enforcement thus negates the option for car users to drive through the town centre. This in turn speeds up the car traffic that need to get to the town centre (of which there will always be a certin amount), frees up the roads for other road users, and reduces air pollution. Forcing people to use bikes or busses just simply wont work in the long run
Isn't it way beyond time that DLRCC stopped consulting and started doing!!
Although I do suppose that it keeps a few council employees in further non-productive employment and occupies the time in between blunders!

Car traffic might possibly be like you describe but the goal of a city is to move people, not cars. People can choose to drive different routes, to leave earlier or later or not to make that particular trip at all. People might also be able to take buses, trains or cycle. There are plenty of options.
And you could argue that smaller cars carry the same number of people in less space so they can be compressed. A neighbour of mine has a Smart car which could definitely be considered compressed!

I'll never understand the reasoning behind decreasing the flow rate and increasing the resistance on already clogged streets like lower Glenageary Road and George's Street in an effort to free them up

Which in itself is kinda pointless, because he already blocked every sinner who ever dissented from his personal World view ages ago.

Cant say I have any in person experience of him but he does come across as unnecessarily aggressive at times online. God knows what he was thinking with that tweet.
He won't resign either.
This particular Councillor has a history of undignified exchanges and hectoring aggressive behaviour both online and in person.
He wasn't even elected, he's a co-opt. I don't know what got into his head, but he should resign.
How about getting a move on with swim pool at Glen Albyn, Stillorgan and sorely missed facility even though it was a very primitive set up?

Its not that simple.
Say you upgrade a road. There has always been a road there, but when you're finished it won't look anything like what was there before and all the impacts and consequences of newly engineered and built works have to be assessed in a Part 8.
Same for the Baths. The old pool was derelict and decrepit, it was never going to be a case of replacing like with like. The new works on the foreshore would need comprehensive approval.
Maybe. But the ones who were shilling a commercial co-project for the Baths site 15 or 20 years ago are all long gone.
The current officials should have seen the inevitability of finishing out the plan.
A local authority developing a municipal facility? Heaven forfend.
salt water pools are far better for you. And would get a lot more people than the die hard sea swimmers. More inclusive and encouraging for people of all ages
I think that a few noses were put out of joint in the council executive by the pressure to develop it as a public amenity?
The Blue pool in Monkstown sounds like it might fit that bill? Not too far away either.
