Considering the region, they are well used to the cold and what is needed to survive. Having the govenor send send men to the Ukrainian front on behalf of Moscow without adequate preparation is insulting the intelligence of the people in the region and more likely to foment uprisings against the oblast governors rather than directly against the Kremlin in Moscow.

The context of the person saying they were used to the cold was in response to a person saying they won’t be well equipped. It was clearly a stupid remark. An ill equipped human Russian will freeze just as quickly as an Irish human… possibly quicker due to alcohol consumption.
