I take it this isn't stocked here so? I tried their customer service but received a very generic response.
As far as I can see shouldn't be sold under peanut butter title. Perhaps that's why you can't find in Ireland.

I've checked op link 44% basic sugar and no peanut butter unfortunately.

The unedited ingredients list, containing, wonder of wonders, peanuts. Last time I looked those are what peanut butter is made from.

So sugar 44% vs. Soft caramel 19% vs. peanut pieces 9% and peanut butter 11%

No. Water is not required on the nutrition facts label. Thus, the water content of food influences its mass, but not its nutritional content.
That sugar/peanut butter have water as well.
