I said here yesterday Russia looks like a country in terminal decline. They are far more isolated on the international stage than apartheid South Africa ever was. None the less, times change, and in the rural areas where the majority of the conscripts are being recruited from, (and incidentally resistance was met) by now, they will know how many of their men they have lost, and for sure, a 2nd mobilisation will meet with much stiffer resistance. For sure these figures speak of massive battlefield losses.
