That doesn't necessarily mean that there are no instructors from NATO countries, though. The US, for example, has quite a few troops under NATO control in Europe, and also quite a few troops not under NATO control but instead direct Combatant Commander control. (COCOMS report directly to the US President).

There are no legitimate targets in Ukraine, the Ukrainian military are defending their country against foreign aggression. Yes it's war but I stand by my point that they're a horrible country.
