Once the whistle is blown after the flag is raised, there's nothing VAR can do about it. If the penalty foul happens after the whistle, VAR can't give it.
It's why lino's are supposed to hold off if they're not sure.

Seems Kenny Cunningham and Shay don't know the rules. That VAR literally cannot check those, that's it out of their remit to give a pen for an event that takes place after the whistle is blown.
