The original reference was to the possibility of destruction of concrete pillboxes by use of a type of ammunition I mistakenly did not believe to have been in service.
I know the theory, but until (apparently) recently, the US Army position was to take the discretion away from the troop and simply not issue ammunition which might be legal against some targets but not against others. Note that this round was developed by the Navy, hence the "Mark 211" designation, they don't shoot at troops very often. As a result, whatever weapon or ammo you had to hand that the Army gave you, you could shoot it at whatever enemy target was in front of you. Two cases from the Iraq war which brought this principle to more public awareness were the use of white phosphorous ammunition against troops (ugly, but lawful), and the temporary banning by an army lawyer of the use of open-point ammunition (mistakenly confusing it for hollow-point ammunition).

Anti material is used mostly against lightly armoured troop carriers, trucks and APC. Now I do not think AM rifles and bullets will be issued to troops. The reason they have much more effective solutions against pillboxes in anti tank projectiles.
However it would not be illegal as per the GC to use AM against a pillbox. In essence it would have much the same effect as an AT weapon when it penetrated the concrete. The troops inside would be killed and injured by sharpnel from the actions of the AM on the pill box.
However it could take maybe 10-30 minutes to take out a concrete defensive position like that an AT weapon would do it in 30 seconds.
Even ordinary bullets fired into a position like that would creat havoc with there ricocheting around in a small. concrete box like that.
in that case, I want a piece made out of blown up orck Kamaz in which at least 30 nazi pigs died. I'll give extra $$$ if the remains of washing machine was found in that kamaz too.

I'd imagine he might have phoned some relevant people before he flipped the switch. I'd agree with him too. US gov is spending billions on training and munitions. Doubt any of the military providers are charities. Elon is just asking to be paid for providing communication.
