We know the west will be putting pressure on Ukraine to avoid escalation of the conflict, perhaps insisting that weapons supplied can't be used outside the internationally recognised borders of Ukraine.
The Ukrainians gave up many off the offensive weapons back in the early '90's, such as 600 cruise missiles & squadrons of bomber aircraft as well as their nuclear arsenal so perhaps they don't have the military potential to hit back in the same manner against Russia at present.

Western media need to be very careful when reporting these types of stories. It will immediately be seized upon by the criminal regime and their legions of followers. If there was concrete evidence of widespread abuse of the arms to Ukraine situation, by all means report it but if it's just some isolated cases, they need to tread carefully - the Putin regime and their useful idiots on social media are effectively waging war against the West.

Yeah I've been wondering about this account as well. I recall there was an account with a similar name before that mostly posted immigrant-bashing content. Of course Visegrad is just a name for the collective of Czechia, Solvakia, Poland and Hungary so it's very possible that that was just a coincidence that both accounts had Visegrad in their names. This one was registered in 2020. It certainly feels more like a flavour of polish state media judging by the content that it posts.

It's an easy one to answer. Russia is regarded by the international community as a criminal and deeply corrupt regime (which it is in fact). Ukraine hitting civilian targets in Russia would be seen as stooping to the very low and base levels of the Russians...it would be difficult to retain the moral high ground if you're behaving as badly as the invaders.
