I love the way Russia is offering talks with preconditions, as if they have any leverage at all!
First, talks with ANY preconditions should be rejected.
Second, any talks with anyone should be subject to the approval of Kyiv.
Third, Putin should be banned from the G20 summit. If Russia is to be represented at all, it should be bureaucrats only.
