I disagree. It would be quite simple to impose, say, a 15% levy on Russian exports as a condition for the lifting of sanctions, with the proceeds going to Ukraine. A nice fat surcharge on visas for Russians wishing to enter the EU. Every current sanction should have a price for it to be lifted.

It's quite possible, in fact more than likely that some of those who do stand up to try stop this are silenced, also possible that many others will say nothing, not rock the boat. It is also possible that in certain cases, humanity just might kick in and someone who does carry out a vile act are dealt with by those around them so they never do it again. Secondly, that particular ship hasn't been loitering near the Irish-adjacent cable positions, but is enroute to Brazil. It left Murmansk, then stopped off at Kaliningrad.

Also, the Phalanx works by acquiring the target, sending out a stream of rounds, tracking those rounds and adjusting to make the rounds and the target meet. That takes time, even if done very quickly, and burns through ammunition at a rate an MG42 would consider greedy.
An extended magazine holds 1550 rounds and the gun squirts them off at 3,000 or more per minute - just over 30 seconds of firing. Assuming three seconds to acquire and kill each target, that's a grand total of ten before you're looking at 30 minutes of reloading.

They can track and engage targets using multiple sensors infrared,radar,Flir and microwave,and it only takes a crew of 2 4 minutes or so to reload,
It's not cheap but as part of a umbrella of systems it's very much capable for taking numerous types of targets
