She was over the age of consent, and happened to still be in school. I’m not sure if you think it would make a difference whether she was at school, left school and was working, or in third level, but you seem to be fixated on the school uniform aspect of the story.
I would absolutely disagree with you on your assertion that he should go for a full retraction. The girl wrecked her credibility when acknowledging that she made false claims, any further action by him would appear to be punishing her, and keeping the story in the public domain. No doubt his PR advisors told him to let it go and move on with his life.

A human brain is not fully formed until your mid 20's, no matter how mature a 17yo girl appears on the outside or how mature they think they are, they are not, their mind is closer to a 13yo than a 27yo.

Would you think the brain is formed enough to drive a car, make a decision on your future, get married, travel abroad without a parent before their mid 20s? I think it’s still considered grooming if you wait until they are age of consent.
From a quick scan through the legislation, it appears to apply where an adult induces a child into committing a criminal act, or, the sexual exploitation of a child. I appreciate the law may be more nuanced than that, but as consensual sex with a person over the age of consent is neither a criminal offence, nor exploitation, I suspect what you posted is wrong, but I could stand corrected.
Either way, what Gusser09 posted is ill informed nonsense, a 26 yr old texting a 16 yr old is not automatically grooming, he/she has no knowledge of the content of the texts.
