I don't think the presales got a huge allocation. There were plenty of crap seats available for quite a while which suggests the supply wasn't there rather than there being a huge demand for seats.
That's not to say there won't be demand on general sale but over three presales for Blink 182 the only seats were nosebleeds and seats in the wings.
I had aisle tickets for Kings of Leon in the 3 Arena. It was a curse, had to move any time someone from the row wanted to get in or out. I don't mind a bit of it but no one from our row that night could sit still for any length of time.

It was the same for the Paul Heaton/Jacqui Abbot gigs in the SSE presale. We were offered absolutely awful seats in that. Better to wait for the general sale in that case.

It's not sold out. There are a RAKE of seats as part of the VIP packages (for the Dublin gig at least so imagine its both gigs).
