So, Russia clearly thinks the bridge's other set of parallel tracks can support trains of a certain size, but rail travel across the bridge it is anything but "fully restored." It likely comes down to how much risk Russia is willing to take using the rail bridge and if it is really safely usable at all without the need for major repairs.

I think there's a big difference between the Israeli government actually making an announcement on this and some random minister, of an unrelated government department (Diaspora) calling for them to do so.
The current government is made up of a weak, patchwork coalition of parties that basically united to defeat Bibi Netanyahu. They lost their working majority some time ago and there's an election there on November 1st. I'd be surprised if they made a major foreign policy decision like this before then. In fact, that minister might just be engaging in some electioneering here.
