The speculation is that the driver takes jobs via a work website so may not have been aware of what was to happen.

Western powers aren't going to directly confront a nuclear power over civilian deaths. I agree there's a moral imperative there, but realpolitik is always going to trump that, I'm afraid. If the massacre at Bucha didn't provoke a direct response, these missile attacks wouldn't, either.
The stated line is a nuclear attack on Ukraine of any kind. Whether even that provoked a direct response remains theoretical. How many people at the Pentagon are back on the smokes, I wonder?

Impression I'm getting is that it's not that the Russians are lacking stuff, exactly, but they are lacking quality stuff. It's alright to have so many thousands of tanks and planes, but how many are usable and serviceable? It's alright to potentially have 20 million men to mobilise, but can you arm them all, train them all and motivate them all to fight? Stories of being issued tampons as part of their field dressing kit cannot be hugely encouraging for the Russian war effort, if true.

Ukraine has cancelled the winter mobilisation and has stopped recruiting over all due to the large number of soldiers they already have already and recruit's going though basic training in Ukraine and further afield in Nato countries
