Anyway, looking at the video and going on the translators interpretation, if that is accurate, it seems clear that he was saying that NATO should use preeemptive strikes, rather than wait for a nuclear attack from Russia:
Myabe he meant to say if there were signs of such an attack being imminent.

There's some conversation going on, you can hear it in the video clip but as I mentioned previously, what is being said and in what language, I don't know. I'm pretty sure though that they would not have opened fire without at least checking. The guy answered in Russian, so they took no chances and opened fire.

There is only one option where Putin is concerned. He has to be stopped end of story. Either by being removed from the scene, or his army reduced to the point where it's harmless, or better still non-existent to the point that it's no longer a threat. There are no middle ground options. So much damage will have to be inflicted on his troops that Russians at home refuse to go to Ukraine and will rebel.
Nope, I doubt it when he has enough conventional weapons to level Russia in a matter of days, why would he? Plus, he would lose the moral high ground. In a matter of hours after Putin calls a nuclear strike, most of Russian military would be destroyed. A 2nd nuclear strike by Putin, then it would develop into MAD scenario. And of course, Putin's chances of survival would become very slim indeed. Nope, He is not that stupid. He is playing largely to a home audience, and that particular audience is becoming increasingly disenchanted with their President for life.

Putin doesn't just need an off ramp - he needs one which can ensure his political future. By rights he should withdraw his forces, but he's too afraid of the political machinations it would unleash against him at home. At the same time, keeping his forces there invites its own kind of domestic political pressure which we're already seeing with the protests on the streets and even top Putin cheerleaders lamenting the state of things.
Unless Putin can carve out something he can realistically accept as a victory, he's fecked.
Zelensky needs to wind his neck in a little bit. He's played an absolute blinder from the beginning of this war but things will turn on him pretty quickly if he continues down that road.
That's not really going to happen. People have been saying things would turn on Zelensky since the earliest days of the invasion when he was on TV every day asking for NATO to close the skies over Ukraine, a request which was rebuked as basically being a precursor to WW3.
It's actually a well-worn and effective tactic. Ask for too much. Don't get it, but get everything short of it. Win-win. Ukraine gets military aid and NATO looks restrained in the eyes of the international community.
From what I can hear, the translator says "preventive strikes" (not "preemptive") and then very quickly "preventive actions". It's hard to know from this video whether it was the translator, or Zelenskyy, that was correcting themselves, but it does sound like one of them meant to say "actions" rather than "strikes". There's a big difference between the two, and there's a big difference between preventive and preemptive, and in the context of what he was talking about before and after those words, it seems to me that the context was letting Russia know what would happen if they engaged in a nuclear strike first, rather than them doing so and then unleashing a reaction. Maybe I'm being too generous, but in the totality of his words, it really doesn't sound to me like he was calling for actual " preemptive strikes" - and in striking first and unilaterally - against Russia in the nuclear sense or against their nuclear infrastructure. But the use of the word "strike", whether by the translator or Zelenskyy, and whether by accident or not, certainly isn't helpful.

I suspect that Biden has been misquoted or misunderstood too (the remarks that caused the question to be posed to Sanna today). He seemed to be suggesting that Putin would need to create or invent some sort of off ramp to de-escalate, not that the West should offer him one.
