Probably overall of equal importance. I used the expensive nicotine patches for a couple of weeks in 1995, I now use HRT. I also spend on stoma products, maybe something could be done to help people with life-saving stomas some day.
Worst thing is there's zero new regulations to stop the rebuilds being done with the same Mickey Mouse blocks. All building in the country should require certified blocks that are mica free.

Nicotine patches were a brief bridge for me as I was withdrawing from cigarettes and I was very thankful for their availability as I achieved becoming a non-smoker without too much pain.
People earning €40k a year and paying high rate of tax are not rich.

Do you want everyone on the same wage? Your salary bracket had it good for a long time compared to someone on €40-€70k.
Any overtime you do is taxed at 20%, any overtime someone on €40-€-70k is taxed at roughly 43%.

There was a careless lack of regulation/oversight of how those private companies operated. Construction is a huge health, safety, welfare concern. I don’t know anybody personally affected by mica problem btw.
If they have kids, they're considerably better off. If they dont, they will still have 700 odd quid more take home pay.

A budget on the same scale, proportionately, was announced in the UK the other day. EVERY PENNY of the tax cuts TO THE RICH over there, is being FUNDED BY BORROWINGS!!!
What the Irish Govt is returning to the people today, is a surplus in current spending. Money earned by the hard work of Irish people in difficult times. We should not feel bad about that, its a monumental achievement.
And in fairness to Messrs Donohoe and McGrath, they are banking the Corporate Tax boon instead of making it part of integrated current spending. Very prudent.
We should be very pleased that this budget is possible in today's global climate. We're in good shape, showing decent resilience.

Our budget surplus next year is set to hit 12bn. Even if the global economy goes sideways, our surplus will still hold up well.
We're in pretty good shape on a macro level. Definitely in a better place than most of our European peers.

Correction - money levied from a very small number of multi nationals who choose to base themselves here for tax purposes for the moment.
And part of this business are the 'hated' data centres that the state encouraged and are now backing out of supplying energy for.

There are two double payments announced for people on weekly social welfare payments. Am I right to say that those on benefit payments (= non means tested payment like JB or IB) get no double payment. And that those on allowance payments (= means tested payments like JA or DA) get the payments? Or is it different this year?

No. Complete spoofery. It is touted to raise around 3 million a year. Probably won't recoup the cost of it.
Houses exempt from LPT are also exempt from this. i.e. dwellings deemed not fit for dwelling.
Oh and it is all self declaring.
It was thrown in at the last minute to appease the mouth breathers screaming that it will fix the housing problems, but when you actually dig down into the stats of how a vacant home is classified, (one that is up for sale or between renters for example or someone in a nursing home, etc - all exempt) it will fix fúck all.
