For anyone wondering about other counties, I am in the first 10 in Laois and Kildare and have heard nothing yet.
Does anyone know what educational qualification you need for the executive officer open panel. Is a certificate course from Technological university Dublin sufficient .

If you have a leaving certificate, that should be enough.
Certificate course is probably level 6. You could ring the college and see what fetac level/qqi level your course was and they will surely have it
I never knew a Level 7 was a prerequisite until now. I know an EO with no formal qualifications who came in from the last panel. No idea how they managed that, they weren't serving two years prior either. Another from same panel has a Level 6 so I'm sure you're OK with your cert.
Best to get it checked I have seen people being told there assigned to a department but then told they can’t be placed because they were short a grade in leaving cert. Harsh but it has happened.
Level 7 only appeared in this comp up to this it was level 6.

Any idea up to what OOM they have called for interviews in Dublin Open so far just to try and gauge progress

Does anyone have any insight into how far down the OOM they are likely to call for Dublin? As in, what's the OOM they normally stop at in these kinds of competitions? Thanks.
It will vary hugely depending on the county you're in/what the departments etc needs are.
After stage one I was 397, so didn't hold out much hope, after stage 2 I was Batch 2 number 27. I was called for interview in December 2017 and had the interview in Jan 2018. Again, by the time June of that year came around I thought it wasn't happening :)

I am 249 open and 86 interdepartmental and haven't heard anything yet. Fingers crossed it will be soon
Fingers crossed but then again etray knocked out plenty of competition maybe they'll make the interview tougher
