I think people look out for the best opportunities, that's human. In some cases that is a new life, for some it may be greed. More attractive packages elsewhere will turn heads. The HSE/hospital problems are really not all about nursing levels, even if some firmly feel that would resolve it.

There is a process to it and it costs money too. Anyone who studies medicine in a non English-speaking country also needs to do an English test.
