Apparently Russia has submitted a letter to the UN security council saying they believe Ukraine is planning to stage an imminent "provocation" at the plant.
Which in these Orwellian times is pretty much an admission, or direct threat, that Russia is planning to do just that.
Meanwhile the head of the UN gives a few speeches amounting to "please don't do anything horrible".
Why purpose does this pathetic organisation even serve now?

They didn't have enough precision \ guided weapons. So the aircraft needed to get closer to hit their target, exposing them to mobile Ukranian air defences.

The traditional "force ratio" is 3 to 1. Ie the numerical advantage an invading force must gave over the defending.

Russia has other commitments on its armed forces, and mobilising more troops either reservists or conscripts and turning it into a large scale war (in terms of impact on the home front) would be an admission by Putin that his original plan was wrong, and risks a backlash from the public as body bags come home. Russian people might be in favour of war in the abstract, but do they really want to see their brothers, sons, husbands fighting and dying against their 'cousins' in Ukraine.
If they mobilised the population it would probably take at least a year to train them and equip them to a basic degree. That’s if they have the resources to do it when they are bleeding experienced officers at the front.
If they mobilised they would likely throw the recruits into battle too soon without proper support and equipment. It would be carnage for the Russians.
When will he and why haven't the Russian military to date?? Probably a cocktail of reasons, including that he's looking over his shoulder all the time for back stabbers and also that the mighty Russian army is not well trained or equipped in this new type of ground war, where remote intelligence and guided munitions are a lethal cocktail. Putin's biggest stick is supply of gas and that'll be his weapon of choice. Some think Europe will buckle, others that the EU will suck it up, take the pain and crush his dreams of empire.
They could mobilise the population but what could you give them? The state of Russian military equipment is now very questionable.
Would those in the Moscow region go fight an die for Putin? Its okay for the Russian minorities to go and fight, not for the elites in sleepy Moscow.
If Russia pulls its entire force to Ukraine... Plenty of Chechen woodman waiting for an opportunity to strike back. Same with Syria, if Russia pulls out its game over for Assad.

Disregarding the reservists the number of already trained soldiers is huge compared to Ukrainian numbers.
People might be making the mistake that the 200,000 was the entire soldier count. Its only a fraction .
Equipment wise they vastly vastly outnumber Ukrainians too. However too much time has passed. Ukraine has an seemingly endless supply of arms ,aid and equipment from the west. However when winter bites and if energy price predictions come true we will see if the appetite and resolve in Europe continues
