Should we be building a new city somewhere ? How many more schools and hospitals will be needed etc.

How many are likely to be temporary (Ukraine?) Are non EU more or less likely to stay long term etc etc.
Just seems like a total lack of planning and foresight. Or is there even a problem at all...
