It looks like a new scheme is on the way as Limerick County Council have started the procurement of consultants for the Foynes to Limerick Road Improvement Scheme.
At this rate it will be Autumn before a decision is returned. There is no way this road will be ready for September 2027.
Now- there’s a shocker. You’d imagine if there was any real resolve to get this and other major infrastructure started the deliberation would be prioritised- there isn’t as this government specialises in short termism, limping along doing nothing in the hope no one notices and hiding behind procedural bureaucracy.
If the government interfered in the ABP process, tan decision would probably be challenged and likely ruled invalid. Only the Adare Bypass has to be ready for 2027 and it is a straightforward job.

None. Cork to Ringaskiddy is mapped out, fenced off and approved. Work is only starting in 2024 and will take two years to build.
A long way to get to that stage for this by-pass
The M28 is a different beast and pretty much unique in that it requires 3 years of enabling works before construction can begin. This road won't need 3 years of enabling works. If permission is given it could be under construction within 2 years.

They're seriously understaffed and the SHD process has overwhelmed them.
At this rate they won't have Adare bypassed in time for the 2027 Ryder Cup.

If this is approved in August, there is no intrinsic reason why this can’t be open as far as Croagh by 2027.
The current road will be perfectly fine for coaches. No road upgrade, of any size, would have allowed everyone attending that event to just rock up in their car, and rushing to meet some random sports event would multiply the costs of this project - it's not worth blowing tens of millions just to allow three days of abnormally high traffic to crawl slightly less slowly down the road...
That plus the fact that unless you're coming from the Kerry side of Adare you won't enter the village. And vast majority will be approaching from the Limerick side.
Just look at what's happening this week for the ProAm and you'll see what will happen. Limited prebooked onsite parking and a park and ride from Limerick racecourse. It will be very similar in 2027.
Case is due to be decided this Monday 15/8/22 according to ABP website. Hopefully they make a decision this time.

If you asked a local councilor, then you were wasting your time. They wouldn't have a clue. Your local TD probably wouldn't be in the loop either. Only Ryan and the cabinet know what the future is for this road is if/when it gets the go ahead from ABP. And even they can't control what ABP does.
It was TDS but the whole thing is so unsatisfactory it’s unreal literally no proper communication it’s actually shocking.Not that I’m surprised either but you’d like to think some would have addressed it before the weekend considering it was supposed to be decided by last Monday.
ABP expect a decision to be public in the near future - possibly next week.
