This is of course completely nuts, but Russia and its proxies have been using crazy propaganda for years. Remember when "Hamas" hijacked a Ryanair flight from Greece to some Baltic country and "co-incidentally" forced it to land in Belarus where it just so happened that the plane had a dissident that Belarus' Dear Leader Lukashenko wanted to extradite/repatriate and imprison. Kind of like how Ukraine needed to be "de-Nazified" of its Jewish President, or any of the other insane crap they've spouted.
I suspect it's because either Putler/Lukashenko and their ilk either think the rest of the world is incredibly stupid and/or corrupt that they can make this nonsense up, or because nobody in their own countries openly questions their propaganda that they think it's actually believable.

The Russians have thought of that. This is the Museum of Artillery, Engineers and Signals, in St Petersburg. There are two display floors, upper and lower.
In order to get vehicles and artillery up to the upper floor, the Grand Staircase was designed with a roadway in the middle, and steps on the outside.
That should solve your HIMARS-moving-problem.

The HIMARS effect
An interesting theory on the supposed attack on the prison a couple of days ago is that the Russian propagandists were trying to frame it as Ukraine carrying out the attack and Zelensky using HIMARS to commit war crimes, instead of using them in battle. The aim would be a desperate attempt to try and stop the US delivering the systems to them.
Of course, they have no military answer to HIMARS, or a lot of other Western weapons. Massacring POW's, torturing POW's & civilians, attacking civilians & civilian infrastructure like hospitals, gas, oil, fertiliser, grain, mickey mouse propaganda, tankies, useful idiots are all being maneuvered in an attempt to divide Western public opinion, it's a kamikaze last ditch desperate attempt to stop Western support for Ukraine because russia know what the rest of us know, russia is losing.
It's not just the weapons, I'd presume. The amount of intelligence being passed on to the Ukrainians, both from people in the occupied territories, their own sources in Russia, as well as "sanitized" western sources, must be staggering. And that's before we get to things like satellite imagery, drone images, or ELINT/SIGINT data from one of the numerous western aircraft over the Baltic or Black Sea. Whilst the Russians are fumbling around with 1970s era maps and commercial GPS handsets, Ukraine seems to know exactly where to strike to cause the most pain and get the biggest effect. That's got to be REALLY terrifying, going up against an opponent who always seems to know your most sensitive or weak spots!
