One country is being punished for illegally invading its sovereign neighbor and murdering countless thousands of civilians in a desperate attempt to revive a dead empire.
The other countries are being punished for helping that neighbour country to defend itself.
The difference really isn't very hard to see.
If Russia ends its war of aggression, the sanctions will end.
If European countries stop supporting Ukraine, Ukraine will end.

For example Russia is invading Ukraine. Western countries involving themselves are being sanctioned by Russia for interfering and having their gas supply turned off as punishment or in other words sanctioned
