After my and your post, there were links provided to such events in Ireland.. so it does happen to some extent here. And if it's already happening to some extent, then there's space/allowance for it to expand in scope.
As for the parents, we don't actually know that. It could be teachers/schools/etc. But even so, don't we have laws that regulate what parents can or can't do with their children? Just because people have children, doesn't mean they have complete freedom to do as they wish.
