Yes, it is 1 or 500, yes it is delivery mileage, yes it is the last one off production. None of this makes it worth the asking price.
In fairness to KGF, they usually price their cars very well and know their market. That 306 Rallye is certainly a rare beast, and I would say of the 500 made, there are even less right hand drive models so I can see this one selling for close to asking. Could even be bought by Peugeot UK and put in a museum.

It's hard to tell as the pictures aren't clear but afaik that is a Mivec. I'm not sure but I think it is a version R too.
If it is considering mileage and the price of VTEC civic's these days it may not be too far off the wall regarding price.
edit: I thought the first mileage he mentioned was the current mileage he off the wall with the price as it has far higher mileage than I thought.
It's not a MIVEC though, it's a cooking model 1.3. And even if it's a MIVEC conversion, it's not worth anything near what he's asking. Especially if it needs as much work as he mentions.

From my further looking and reading the ad it is a Mivec and the best Mivec engine you can get it only came in a RS and a Rx Version R. He states in ad that it is a RS. The Version R and RS had extra bracing to stiffen the chassis and a higher lift low cam and higher lift high cam above a standard Mivec and Mivec also engaged later. (that's not a bad thing as it had a higher lift low cam) It also had a intercooler for the oil and a larger diameter exhaust manifold than a standard MIVEC. I know so much about them as I had a 1998 Rx Version R a fair few years ago.
But all that aside he is dreaming with the price since it doesn't even have a NCT.
The correct name is Mitsubishi Mirage Asti RS and then Mitsubishi Mirage Asti Rx Version R. He should really state all this in the ad for a potential customer.

I'd say the timing belt needs to be done due to age. I know it only covered a few thousand miles but since it has low mileage it probably covered those miles over a long period. And with the mental price it should really be coming with a fresh belt.
He messaged me back on DD slagging me for not scooping it up for the cheaper price.
Well it can become an ornament where ever he is storing it as I doubt anybody would pay that price for it.

I don’t think the 150bhp could be optioned with Quattro. Only the 1.8t BAM and 3.2 V6 models got Quattro afaik? 150bhp is quite rare not many people went for it, but that one is a Jap import and they sometimes have lower power outputs
Its the least desirable model and I don’t think it will increase in value too much.
I sold a 3.2 V6 DSG Quattro a while back for under €2k which I will probably regret one day.
I think all euro spec mk1 TT's were quattro and available in 180 and 225bhp versions of the 1.8, for the first few years anyway. Jap market may have got a 150.
The TT was a bargain at 3k for top down summer fun, if its not hiding any faults. Its current asking price is double what i think would be fair. 13k is Boxster money, or about three times the price of similar TT coupes on sale.

There's a bunch of TTs for sale on donedeal right now for 3-6k that I'd much prefer over the one yer man is selling. JDM means precisely zip when it comes to a German car. If anything, it goes against it imo. Gonna watch the ad and the price slowly slowly decrease on this one.
