The fantasists on this thread can keep insisting that Ukraine is winning the war but the reports coming from every reliable outlet, all of whom broadly support Ukraine, are painting quite a different picture. It's far from over but it's not looking so good at the moment.

Nothing to stop other countries just not buying oil from Russia. The EU don't dictate where or who you must buy from. Therefore nothing to stop countries just stopping (ala Poland with the gas)
Orban really has come back to life (not in a good way) since the election. There's going to have to be a proper reckoning with Hungary some day, there are certain EU principles that are most definitely not optional.

Oh, he's now likely to get very little in the way of structural funds and the article links to a report on the EU withholding a very big chunk of the post-COVID fund allocated to Hungary. Oddly, I think it is lack of EU freebies that will make him want to comply on issues that are non-compatible with EU laws and principles.
I did hear from a friend who works at a pretty high level in Brussels that VDL had a (by diplomatic standards) very 'frank' conversation with him when he was delaying the first batch of sanctions.
My thought is that was just fear of a massive row with the EU and the other members right before his election with some unpredictible results. So he kept his head down.
He came out swinging hard for "Brussels" and his enemies etc. after he was safely voted in again.
He doesn't care now, can go all out toady-ing for the likes of Putin & Xi at the heart of the EU.

Exactly. I presume though that many of the smaller countries won't do that and will wait to be "dictated" to by the EU and then blame the EU if/when their own people question rising costs/etc as a result of the decision

You don't seem to understand just how EU decisions are reached, it's a collective declaration of all 27. Nobody is dictated to anywhere. They can all object and veto. By and large that is not a regular thing and generally used to flag individual issues.
There are three countries who have problems with the proposal, two of whom have indicated they support the concept but will need more time than the end of the year. The EU have accommodated them.
Orban is indulging same carry-on that he can get away with in Hungary. The fact that he has been going on about the billions it will cost suggests he expects the EU will fork out a contribution to it. They won't. TBH all they need is to get a Yes out of him. Once that's done they can apply the sanctions and he can go back to his hole.
