Exactly. It was perfectly fine and safe to start and there would have been an epic few laps on a variety of tyre strategies. When the heavier rain came down a little later they could well have cleared it quite quickly going around, or even in the worse case they could have stopped it then and we’d have had some fantastic action to look back on while awaiting the restart.
They’ve raced in Monaco when it’s been this wet in the past, and they were some fantastic races.

Exactly, it would have just been red-flagged anyway so they may as well do it here so there's no fear of anyone getting hurt or worse.
They should have track dryers like they have in the States.

Pretty much. Think it'll be rolling start behind safety car and have to be on full wets but it'll be dry enough for inters and borderline slicks.

Honestly I think Race Control were stuck between a rock and a hard place. It was either let the race start wet and be ripped to shreds for the carnage that ensues, or play safe to the ire of fans.
I'd say the drivers who were giving out on the grid during the delays were pretty quiet when they were on the track.

The teams had all put inters on (or wet I think), none needed time to make changes, hence the headless chicken stuff. The heavy rain came about 17 minutes after the scheduled race start, time for 12 laps of running on a wet but not soaked track.
As part of F1’s sustainability push they could stop shipping wet tyres all over the world since they never get used.
