So laps behind the safety car are not counted as race laps - so if they had done 10 laps behind it for example and then started the race - would there not be issues with running out of fuel?

The laps don’t count in terms of the race counting for points, but they still come off the race distance. They can’t refuel the cars so the laps have to count.
It’s a part of the rule changes after Spa where the media narrative was that the problem with the race is that points were handed out and the fans got to see a podium, rather than focussing on the utter shambles of them not racing.
Well in fairness that chicane after the tunnel would’ve been messy in rain like this.
