So a brand new 1 bed apartment at €1K a month is in my opinion perfect for a working couple. I would call that affordable.

Some startling reports today on the Housing crisis, Rental Market, ERSI report, this crisis getting worse by the day.
ERSI Reporting over half of those Renting their Home getting government rent support.

Affordable housing is aimed at a section of society, generally those on lower incomes. The higher an income (or joint income) is, the more affordable this housing becomes.
Problem is, some of these so called affordable housing projects are even out of reach of those that they're intended and marketed for.
Take a super yacht for example. It's highly affordable to Elon Musk, but I would suggest less so to someone on 120k a year salary.
This is not a difficult concept to understand. You seem intent on erecting obstacles for the sake of it.
And rain is wet. What do you think the term affordable housing usually refers to. If there were such a thing as unaffordable housing no one would make money on it, would they?

Data from the HSE, provided in reply to a parliamentary question from Sinn Féin's health spokesperson David Cullinane, indicates that the waiting time was nearly twice that duration in two Cork hospitals.
The HSE provided the data which shows that the average waiting time for the 75-year-old and older cohort is 13.75 hours.
In Cork University Hospital, the average delay was 28.8 hours, the Mercy Hospital in Cork was 26.8 hours and the University Hospital Limerick was 22.2 hours.
A well worn rule of thumb is that 25% of your net income is what is considered the optimum level of an affordable rent. (You should check out DIFFERENTIAL RENTS)
This of course works out at around 30-35% of gross income generally.
