Surely there should be sanctions put on Israeli citizens like they've done on citizens, they should be banned from sporting events and their products should be boycotted in addition no country should be selling them arms to massacre and toture people. As the PA is the government of the 'palestinian territories' - they can use their budgets as they see fit.
They can either:
1) Build ballistic forensic labs
or
2) Use something like 40% of their budget paying terrorists to kill Jews. The more Jews killed, the bigger the payment. Totalling to something like $300m+ annually right now.
They've chosen the latter.
Even with a ballistic forensic lab (which they do have for basic murder cases) they would need cooperation of Israel to identify the weapon. Also any powder traces on the bullet could be a giveaway, but I suspect they've scrubbed that with fairy liquid by now.

-Palestinians are refusing any investigation.
