I suspect that Wills may be on a go-slow to see if they can ride out the current spike in input costs. If there’s heavy plant work that can be deferred, it’ll be deferred, but as long as they complete the project at the agreed date, the sequencing doesn’t matter so much - actually, even a late penalty might work out better if fuel prices drop in the second half of the year.
No its the other way around, the tenderer makes the offer and the contracting authority accepts it. The Preferred Tenderer will first get a Letter of Intent from the contracting authority, if the contracting authority is satisfied with everything coming from that, they then issue a Letter of Acceptance and that forms the contract.

I would say North Meath has some of the worst sections on National Secondary in the country such as the N51 Navan to Westmeath and N52 Kells to Louth
The tender has gone out for the long awaited N16 - Sligo - Manorhamilton realignment in North Sligo. 2.5KM of realignment works to replace some very bad bends.

Yes CPO approved and issued. I believe the full planning approval is due late June and this is the environmental aspect.
Latest on minor schemes in Mayo:
N60 Manulla Scheme is at route option phase with preferred route to be identified in Q4 2022.
Strategic Assessment Report submitted to TII for N26 Mount Falcon to Foxford.
Strategic Assessment Report has commenced for the N58 Foxford By- Pass.
The latter two are clearly the next two projects that Mayo Co Co wants to get funded - the N26 one is needed but the Foxford bypass isn't. A bypass for Ballinrobe on the N84 should be a much higher priority in my view.
Big progress update here on 10 new road schemes currently in planning in Mayo.
Highlights are that a contractor is expected on site for the N60 Heathlawn scheme by September and a 5km section of the N59 Newport to Mulranny road is to go to tender before the end of the year.
Was there not plans for a totally new road between Balla and Claremorris which was routed through Mayo Abbey? I'm sure I saw something about that before?

the (i think) L3120 between kilshane cross and the western end of the runway at dublin airport has been one way since i think Jan 4th - initiated by works to facilitate the construction of a logistics park at kilshane cross. however, the road works which could have been done in several weeks still aren't finished; anyone know why they'd be allowed drag the work and westbound road closure on for so long? the road itself has been finished for weeks now, and i don't understand why the locals aren't making more of a fuss - there's at least one narrow lane being used as a rat run now (the one past the castle which was used in braveheart).
If that's the same scheme I'm thinking of, then it has just been completed. Passed by there the other day, and it's Type 3 SC, just past the school. Looks brand new.

Very strange, that. I was wondering why the new bit was Type 3 single, as it connects to Type 2 single, which itself connects to Type 1 single, but then again, the newest bit is outside a school, so I guess it makes sense to have a segregated footpath/cyclepath there for the children.
