Given the Russian military has taken some heavy losses, I can't see their generals going down that road. As regards 'Russia officially declaring war on Ukraine' surely that would be more to do with controlling the public narrative. At this stage the ordinary Russian has to be smelling a very large rat with the official messaging.
A military takeover and deposing Putin to a 'special hospital' remains Russia's best bet of getting out of this hole.

I don't know about complete unconditional withdrawal being the only acceptable terms under which Ukraine would agree to end to war. Not that Ukraine are in any mood to just let Russia take over their whole country or anything, but Zelenskyy already made overtures about things such as offering Ukrainian neutrality, but being put to a referendum. That referendum, if held, would likely return a vote of no to neutrality, but Zelenskyy could also offer full recognition of Russian sovereignty in Crimea and offer further secession refs in the areas comprising DNR and LNR, or maybe even the whole Donbas region. It is controversial the idea of ceding territory to a forceful aggressor, but Ukraine were never realistically getting back control of Crimea. LNR and DNR's situations seem a little more opaque to me in the sense of knowing exactly how much support there truly is for becoming a part of Russia or how much of that situation has been inflated by Russian backed separatists.
I would say that Russia occupying the coastal land bridge territory between Crimea and the Donbas is what Ukraine will find deeply difficult to accept unless their backs are really to the wall on it.

The problem is Russia cant be trusted and Ukraine was neutral before Russia invaded in 2014.
A lot of hot air I would suggest and a sign the actual war in Ukraine is going very badly.
There's absolutely nothing stopping Russia from using them now if they decided to, other than the fact that such an escalation would have repercussions - which would be the case whether war was declared or not.
It's not like they're working to any set of rules, laws or ethics.

I would suggest the more realistic interpretation of his words would be that once Mariupol falls and they've "de-Nazified" Ukraine by "defeating" the Azov battalion that they can then claim the special operation is over.

I can confirm it. Lots of absolute derision from Russians at the government statement on the fate of the Moskva. It seems everyone in the country knows full well it was hit and sunk by two missiles and that the state media is lying to them (the idea that a small accidental fire on board could sink the biggest ship in the Russian fleet was obviously preposterous).

I would be amazed if the Americans didn't already have something like this specifically for nukes. Considering what they have achieved in other areas of the military its hard to imagine they would go 50yrs since the Cuban missile crisis and not have come up with a solution to ensure their safety.
