They are most likely counting males of specific age that fall into a category whom are unable to buy their way out of conscription service and coming up with a figure of around a million. These are the people that will be conscripted in maybe.. if they come.

I've heard this is the case. Ukrainians or intel can't do an exact count. The Russians won't reveal. The Russian army is decimated. Even if the Ukrainians keep fighting as they are Russians will just run out of troops.

I would be amazed if the Americans didn't already have something like this specifically for nukes. Considering what they have achieved in other areas of the military its hard to imagine they would go 50yrs since the Cuban missile crisis and not have come up with a solution to ensure their safety.

I would suggest the more realistic interpretation of his words would be that once Mariupol falls and they've "de-Nazified" Ukraine by "defeating" the Azov battalion that they can then claim the special operation is over.
