Not sure what you mean. We are seeing standard Russian doctrine in action, e.g. encircle and shell cities into submission (Grozny), thermobaric weapons (Grozny, Syria) and possibly worse in Mariupol. Poor troop discipline + looting, torture, murders, rapes.

Indeed. Just one or two of these may be enough to trigger the remaining defenders to surrender. Russia is very keen to take Mariupol, and they know "minor" chemical weapon use inside a city that no reporters can get to is definitely doable.
Unless theres a strong response by Nato, the situation wil be nomalised and Putin will use them more frequently. And reacting with more sanctions to this type of thing wont do anything to stop it

As has been pointed out already the state of the German armed forces is dire after nigh on 20 years of evisceration. They don't have decent equipment for themselves never mind anything to give to anyone else.
They have spent years chopping up "obsolete" cold war era armour which would be very useful today in Ukraine. They have not invested in new equipment, troops, maintenance or even replacement equipment for gear that was going out of date.
I am very sure that there are a few current and recently retired German politicians and senior federal staff that could easily be charged with treason.
