This is what ambassadors, diplomats and civil servants are for - putting all the work into getting all the information and context together and packaging it up. I don't think anyone would expect the leader of any county to do all this on their own, war raging around them or not.
I also was wondering why the retreating Russians were not attacked in some way rather than letting them regroup. Unless Ukraine can inflict a serious military defeat to maybe give the generals something to ponder it looks like the inevitable will happen .I know it will be hard for Russia to keep control but they will keep at least large enough parts of the country .

The Americans want it to go on for years in the hope it weakens Russia in the long term by draining resources. Behind the rhetoric they care more about the geopolitical situation than Ukrainian suffering.

The existence of that huge convoy sitting there for so long in the open and static seemingly unmolested showed that the Russians felt Ukrainian armed forces didn't have the capacity to hit it, or hit it enough to be a heavy blow. At least at the time. I suspect the same convoy today would be more effectively targetted.

Retreating and regrouping are two different things, the reason the 40 mile convoy wasnt attacked is simply because Ukraine does not have air superiority, one of the main reasons Zelensky was calling for a no fly zone, if Russians cannot defend supply lines from the air then they lose the war

The Prime Time report that touched on the current layout of the site mentioned about their self-sufficiency for water (they've a well and pump house), energy and fuel.
It seems this is coming back to bite them.
Leo commenting without "actually having the chance to read the article" and with the obligatory mention he doesn't have sympathy for the embassy that “there are particular rules under the Vienna Conventions as to how we’re supposed to treat diplomats and diplomatic commissions in our country, so I think they have to be followed”. In other words, did someone supply them with oil anyway...? From what I've read the letter was sent on 22nd March stating they'd run out of oil by the end of the week. That would mean either they got supplies from somewhere or it's pretty cold indoors at the moment and they're busy chopping up anything they have in the premises suitable for firewood.
There were ground attacks against it. They targeted the fuel supplies to stop it moving.
There was more to it than that. According to a twitter thread that I'll see if I can find later, that convoy was out of fuel and needing to be resupplied. Supplies were on their way from Belarus and were to be there in a matter of hours. The Ukrainians were harassing those supplies in small hit-and-run activities. Not enough to wipe out the resupplies but enough to keep delaying them. This meant that the resupplies were always a few hours away and so other supplies from other sources weren't sent. Anyway, this went on for days and wasted a lot of Russian time.
I don't know how true that is because the only verifiable facts are that the convoy was there for ages not getting resupplied and the resupplies of fuel from Belarus were being attacked. It theory fits reality but it could also be a narrative constructed after the fact. If that convoy got refuelled a lot sooner though, they were well on their way into Kyiv.
EDIT: See Detritus's post for more info. The article doesn't really back up what I posted except that supply lines were attacked which isn't something that we didn't already know. Whether or not the Ukranians were edging the Russians into thinking that the fuel was just hours away for days on end is still unconfirmed.
It was more than just that. The convoy itself had also suffered hit and run attacks by drones, and infantry, hitting the front and rear sections of the convoy and effectively pinning it in place, as a lot of the trucks in the convoy couldn't escape across the muddy fields. Once immobilized, Ukraine kept hitting it with harassing attacks to deprive the soldiers within that convoy of any chance of regrouping or even catching their breath. Just goes to show that you don't need to completely obliterate a unit to take it out.
